Energielabels en verbeteradvies
voor utiliteits- en woningbouw.
Voor iedere woning waarvoor een energielabel wordt afgegeven, is een energieprestatierapport opgesteld. Het energieprestatierapport levert alle parameters waarmee kan worden getoetst of wordt voldaan aan de vereiste minimale energieprestatie vanuit de regelgeving. De in het energieprestatierapport vastgelegde energieprestatie wordt vermeld op het energielabel.
Bestaande bouw
De energieprestatie van een gebouw moet op verschillende momenten worden vastgesteld, zoals bij vergunningsaanvragen, bij opleveringen en in het kader van verkoop of verhuur.
Nieuwbouw
Voor vergunningsaanvragen vanaf 1 januari 2021 moeten alle nieuwe woningen en utiliteitsgebouwen voldoen aan de grenswaarden voor bijna energie neutrale gebouwen (BENG).
Algemeen
Het proces om te komen tot een energieprestatierapport voor woningen moet worden uitgevoerd door een gecertificeerd EP-W adviseur. Voor Utiliteitsgebouwen moet deze worden uitgevoerd door een gecertificeerd EP-U adviseur, de adviseurs van Energielabel & Meer zijn voor beide gecertificeerd.
Label C verplichting voor kantoorpanden
Vanaf 1 januari 2023 moet elk kantoorgebouw groter dan 100m² een energielabel C of beter hebben. Als het kantoorgebouw label D of slechter heeft mag het niet meer als kantoor gebruikt worden. In de meeste gevallen gaat de gemeente hierop controleren.
Deze verplichting geldt niet in de volgende situaties:
- Kantoorgedeelte is kleiner dan de helft van het totale gebruiksoppervlak
- Het gebruiksoppervlak met kantoorfunctie is kleiner dan 100m²;
- Het betreft een rijksmonument;
- Als het pand binnen 2 jaar gesloopt gaat worden;
- Als een kantoorgebouw onteigend gaat worden volgens de onteigeningswet;
- Het kantoorpand geen energie gebruikt voor het regelen van het binnenklimaat;
- Als er alleen maar maatregelen zijn, om label C te realiseren, die een terugverdientijd van meer dan 10 jaar hebben.
